GIE response to ACER public consultation on the scope and main policy options for Framework Guidelines on Harmonised transmission tariff structures (PC -06)

The European Commission launched in December 2011 a public consultation on Renewable Energy Strategy. This public consultation had the aim of soliciting the view of interested parties to assess in how far the orientations of the current policy framework on renewable energy remain valid in the medium term - i.e. after 2020 until 2030. Given the strong interactions between renewables and gas, GIE decided to prepare a response to remind about the “enabler” role of natural gas for variable RES as well as the key role that natural gas should play in a low carbon economy.

Gas quality plays a crucial role for the interoperability of gas systems and thus the free flow and trade of gas. Currently, there exist different natural gas qualities across Europe depending largely on the different sources of gas. Furthermore, with the declining European natural gas production and the expected increase in demand in the coming decades, Europe’s import dependency will most likely grow, particularly for power generation where natural gas has proved to be the cleanest, most efficient and versatile of all fossil fuels.

The interconnectivity of existing transportation systems, the ability of gas storage facilities to modulate demand and the ability to import LNG from a wide range of sources will all play very important roles in providing security of supply throughout Europe.

This existence of disparate gas qualities has received increased attention in the recent years mainly due to the integration processes of the European gas market. Moreover, with the envisaged development of renewable energy sources, including those in gaseous form such as biomethane, synthetic natural gasor hydrogen, the topic of gas quality will further gain in importance. It is worth noting in this context that biomethane is considered to have the highest potential impact in the energy mix in the nearest future, largely due to the political support that it receives.

On 13 September 2011, the European energy regulators launched a public consultation on the draft CEER 2012 Work Programme (Ref. C11-WPDC-22-06). This document outlines CEER’s work plan for 2012, centred on four overall strategy focus areas.  

GIE answered to this CEER public consultation focusing its answer on three areas: the role of CEER and ACER, CEER's work on storage and CEER's work on LNG.

Gas quality plays a crucial role for the interoperability of gas systems and thus the free flow and trade of gas. Currently, there exist different natural gas qualities across Europe depending largely on the different sources of gas.

The need to develop gas quality standards in Europe to achieve market integration and ensure integration of renewable energy sources has been recognized by the European Commission, which has set off to pursue harmonization of gas quality parameters at EU level.

Storage system operators grouped in GSE support the general objective of the work in the area of gas quality standardization. However, it ought to be stressed that this work should ensure that safety and integrity of the system are maintained, including for storage facilities. In particular, with regard to renewable energy sources, it is important to stress that their integration will rely on the existing gas infrastructure.

The aim of this paper is to raise awareness of the potential impact that changed gas quality may have on the operation of underground storage facilities.

GLE presentation to Madrid Forum XXI: "A new tool to facilitate the access to LNG terminals’ information"

The use of LNG as a fuel for heavy trucks, rail and shipping offers an excellent opportunity for improving the environmental footprint and will be key in meeting the increasingly strict environmental requirements for the transport sector: trucking, rail and shipping.

Distribution of LNG from main EU import terminals to smaller regional and local terminals will improve security of supply and market functioning in the EU, as well as enable a cost-effective way of supplying natural gas where adequate network connections are not available.

Securing these opportunities will require a regulatory and fiscal framework that recognizes these benefits.

GLE is excited about the opportunities offered by Small Scale LNG and will play its part in promoting its further development.
