Luis Ignacio Parada

Luis Ignacio Parada is EU Energy Policy & Regulation Director at Enagás, the main gas transmission, LNG and gas storage operator in Spain. He has 25 years of experience in the energy sector, where he has specialised in energy economics, gas and hydrogen sector regulation and energy policy.

Before joining Enagás, Luis started his career in 1998 at Gas Natural, and worked in NERA Economic Consulting from 2001 to 2004.

Since May 2023 he serves as Board member in ENTSOG, in GIE (Gas Infrastructure Europe) and as Executive Committee in GLE (Gas LNG Europe). He is also engaged as Board member in EASEE-gas since March 2019, and was a member of the Executive Committee of GTE (Gas Transmission Europe) from December 2020 to May 2023.

Luis Ignacio holds an Executive MBA from IESE Business School and a MSc. in Applied Economics. He graduated in Economics at Universidad de Salamanca (Spain).

Nelly Nicoli began her career in consulting, working notably in the United Kingdom and the United States.
She joined the ENGIE group in 2003, first at GRDF and then at NaTran (ex-GRTgaz), where she served as Key Account Manager.
She later moved to ENGIE Solutions, a subsidiary responsible for services to industries, local authorities, and the public sector, where she held the position of Commercial Director for the Île-de-France region. In 2016, she returned to infrastructure as Head of Strategy, Commercial Activities, and Operational Scheduling at Storengy. There, she managed the commercialization of storage capacities in France, the United Kingdom, and Germany, as well as strategic projects related to regulatory bodies.
In 2019, she took over the management of the Global FM division at ENGIE Solutions, specializing in multi-technical contracts in France and abroad.
She was appointed CEO of Elengy in 2022 and became part of the Gas LNG Europe (GLE) Executive Committee in July 2024.

Pieter van Aartsen is company secretary of Gasunie. In addition to this position he heads the government and regulatory affairs department. Before taking up his position as GIE board member he chaired the strategy task force and represented GIE in the steering committee of GasNaturally.

Previously he has worked as policy advisor on energy, climate and the internal market in the European Parliament. He was closely involved in the negotiations between the EU institutions on the Third Energy Package and the Second Strategic Energy Review. Before relocating to Brussels he was working in the communications department of a political party and worked on several election campaigns in the Netherlands.

Michael Thomadakis is the Strategy & Development Chief Officer of DESFA, since 2020.

Formerly, he was the Vice Chairman and Member of the Board of RAE from 2005 to 2015, member of the BoR of ACER, the CEER General Assembly, the Board of MEDREG, the Board of Appeal of ACER and Chairman of the Investment Group of the Energy Charter.

He has extensive experience in the development of the gas regulatory framework of the Greek gas market, and deeply involved in corresponding developments in South East Europe, especially in the regulatory framework for several gas infrastructure projects related to the Southern Gas Corridor. Started his carrier in DEPA, were he worked as the contractual administrator of the Gas Procurement contracts from Russia (pipeline) and Algeria (LNG), the LNG transportation contracts, the development of underground gas storage, the derivation of transportation tariffs and on the establishment of the Gas Distribution Companies in Greece.

He is a Mechanical Engineer of NTU Athens with a PhD from the same University. He is the author of more than 40 scientific papers and reports and invited lecturer in many events of the energy industry worldwide.

Dina Lanzi is FSRU Commercial Interfaces Director.

In this role she is responsible for the commercial activities both for FSRUs and on shore plants.

With 25 years of experience in gas transmission, all matured within Snam group, Dina developed her competencies  in many sectors of the gas value chain, both technical and institutional.  After a Master’s Degree in Chemical Engineering at Politecnico di Milano, she started her career in a LNG plant and after that she experienced , both technical and institutional roles in pipeline maintenance management, metering, gas technical standards, and relationship with Regulatory body.

In particular in her previous roles in her previous role she was responsible for Decarbonization technical development with a particular focus on hydrogen and she launched the activities to asses the impact of hydrogen on high pressure pipeline and compressor station and on metering device (both volumes and quality metering devices).

She is currently president of CIG (Comitato Italiano Gas) for normative activities in the gas system and vice president of H2IT, the Italian association for hydrogen.

She is also member of Snam Rete gas board and President of Teraga Holding.

Sławomir Hinc has long-standing experience in natural gas industry, having been directly involved in the development of the concept of national gas transmission system operator in Poland since 2003. From 2004 to 2008, he held the position of Financial Director at PGNiG Przesył (currently GAZ-SYSTEM), where he was responsible for cooperation with the Energy Regulatory Office, negotiations of the lease agreement for transmission assets that were transferred to GAZ-SYSTEM by PGNiG as a dividend in kind. He also supervised the process of obtaining a gas transmission license by GAZ-SYSTEM. From 2006 to 2008, he served as a commercial proxy in GAZ-SYSTEM.
He is the author of its first transmission tariff. He was responsible on GAZ-SYSTEM’s part for the transfer of Regional Transmission Branches from PGNiG S.A. structures to GAZ-SYSTEM in 2005.

From 2008 to 2013, he served as Vice-President for Financial Affairs at PGNiG, where he was responsible for the spin-off of the storage system operator (SSO) currently independently operating under the business name Gas Storage Poland and the launch of storage services on the market. From 2008 to 2014, he served as a member of the Supervisory Board of EuRoPol GAZ. In 2010, he was appointed to the Governing Board of the European Association of Gas and Oil Companies EUROGAS in Brussels where he served until 2015.

From 2013 to 2016, he served as President and CEO of PGNiG Upstream Norway, where he was responsible for the acquisition of PGNiG’s interests in 4 gas fields, and for this business deal he received the Gullkronen Award for the best oil transaction in Norway.
He also supervised the company’s expansion of exploration activities in the north of Norway, including the obtaining of exploration licences in the Barents Sea by PGNiG.
From 2019 to 2024, he was involved in the renewable energy industry, first as an advisor to the Management Board and then as a member of the Supervisory Board of Helioexpert. In 2019, he was appointed as President and Managing Director at Green Genius – a Polish branch of a Lithuanian solar power plant operator.

He holds a degree in economics from the Institute of Foreign Trade at the University of Gdańsk and a Ph.D. in engineering and technology specialising in gas transmission tariff systems from the Faculty of Environmental Engineering at the Warsaw University of Technology. He also studied at the Vienna University of Economics and Business and University of Applied Sciences in Berlin. He completed postgraduate Business Management Programme organised by the Central Connecticut State University.
Lecturer at postgraduate studies at the Warsaw University of Technology and the AGH University of Science and Technology in the field of transport, tariffs and regulatory affairs in the natural gas market. Author of numerous publications on natural gas tariffs and transportation.

Olivier Heurtin spent 24 years in the Oil & Gas sector with TotalEnergies, holding diverse international roles. From 2011 to 2019, he managed subsidiaries in Southeast Asia, Iraq, Kurdistan, and Mexico. Since October 2020, he has served as President of Dunkerque LNG, overseeing France’s largest LNG terminal, vital for European energy security. His leadership has overseen significant achievements, including the successful sell-out of long-term capacity, a strategic refinancing of the company, and an increase in the terminal’s capacity. Furthermore, under his guidance, the terminal has expanded its service offerings to include truck loading, enhancing its operational capabilities.

Recognizing the evolving energy landscape, Dunkerque LNG, under Olivier Heurtin’s direction, has strategically joined the d’Artagnan project. This ambitious initiative aims to establish a large-scale CO2 liquefaction, import and export terminal, positioning Dunkerque LNG as a cornerstone of France’s inaugural Carbon Capture and Storage (CCS) infrastructure project.

Olivier Heurtin actively contributes to the industry through his involvement as an administrator in several prominent professional associations, including FranceGaz and Pôlénergie.
