IIP services for REMIT Inside Information Reporting / UMM

 

According to REGULATION (EU) No 1227/2011 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 25 October 2011 on wholesale energy market integrity and transparency (Official Journal of the European Union, L326/1), market participants shall publicly disclose inside information which they possess with regard to the businesses or facilities that they or their parent undertaking or a related undertaking own or control, or whose operational matters they or their undertaking are responsible for, either fully or in partially.

In general, inside information should be disclosed in such a manner ensuring that it is capable of being disseminated to as wide a public as possible. This is why the disclosure of inside information through central platforms that aggregate urgent market messages from market participants is considered effective.


ACER – the European Agency for the Cooperation of Energy Regulators – manages the process of registering such central platforms, called Inside Information Platforms (IIPs) as Regulated Information Services (RISs) based on their compliance with the minimum quality requirements for effective disclosure of inside information.

ACER Guidance: According to Article 4(4) of REMIT, the publication of inside information, including in aggregated form, in accordance with Regulation (EC) No 714/2009 or (EC) No 715/2009, or guidelines and network codes adopted pursuant to those Regulations, constitutes simultaneous, complete and effective public disclosure.

ENTSO-E and ENTSOG are providing central transparency platforms in the meaning of Article 4(4) of REMIT and are invited to adhere that the published information conforms to the minimum quality requirements of Section 7.2.2 of the ACER Guidance. ENTSOG, GIE and several TSO transparency platforms applied to be considered as IIPs for the effective disclosure of inside information and aim at adhering to the above-mentioned IIP requirements.

The GIE IIP serves as a consolidated platform, covering UMM (Urgent Market Message) events concerning storage, LNG and transmission systems/facilities.

The data publication on the IIP platform uses threaded reporting, linking related UMM event status updates through a collapsible view.

UMMs are also disclosed through webfeeds in RSS, ATOM and JSON format and the IIP publlication can can be filtered by content type with export for query results in CSV/JSON/XLSX and PDF format.

  • The service is made available to all SSO / LSO and TSO
  • The service is available both to GIE Members and non-GIE Member companies (a contractual relationship is required)
  • The service is made available at no extra charge for accounts already using GIE as RRM
  • The compliance deadline set by ACER for use of an IIP for publication of inside information is 1 January 2021
