Commission Issues Opinion on ENNOH Statutory Documents – A Milestone Toward Formal Establishment

The European Commission has published its official Opinion (C/2025/2004) on the draft statutory documents of the European Network of Network Operators for Hydrogen (ENNOH). This represents a key step toward the formal establishment of ENNOH, the EU-level association that will bring together future hydrogen transmission network operators.

The Opinion reviews the proposed articles of association, rules of procedure, and initial list of members. It underscores the importance of allowing hydrogen network operators to begin coordinated cooperation under a framework that complies fully with EU legislation. The findings align with the prior opinion issued by the Agency for the Cooperation of Energy Regulators (ACER) on 18 December 2024.

In accordance with the Gas Regulation (EU/2024/1789), which forms part of the Hydrogen and Gas Market Decarbonisation Package, the final statutory documents are to be adopted and published by early July 2025, taking into account both institutions’ feedback.

Once formally established, ENNOH will:

  • Contribute to the development of the Hydrogen Ten Year Network Development Plan,
  • Assume full responsibility for this task from ENTSOG as of 1 January 2027,
  • And support the creation of harmonised technical and operational rules (hydrogen network codes) to enable a secure, efficient and interconnected hydrogen system across the EU.

This development marks a pivotal moment in advancing Europe’s hydrogen infrastructure and the broader decarbonisation agenda.
